Delete a deployment location and its chargers
Hard-deletes a runnable virtual location, identified by location_id: each charger is removed from the cluster with all of its data (as DELETE /evcharger/deployment), then the location row itself. If a charger cannot be removed from the cluster the location is kept and 502 is returned; retrying is safe.
