Delete one charger deployment

Deletes a single charger deployment, identified by deployment_id or by the charger identity (exactly one). Removes the cluster workload first, then every row the charger left behind: its deployment and charger rows, logs, command results, monitoring and usage data, and the emulator’s OCPP 1.6 / 2.0.1 / 2.1 state (transactions, meter values, configuration, queues). If the workload cannot be removed the rows are kept and 502 is returned, so the charger is never orphaned in the cluster. Organization ID is derived from the Bearer JWT.
