Map viewport: clusters or pins

Pins (up to 500 location summaries) when zoom >= 13 or the box holds 500 locations or fewer; otherwise clusters on web-mercator tiles. tile_versions change when a tile’s content changes. Answers are cached for a few seconds per organization and query.
