Where each charger is in its deployment: queued, scheduling, pulling, starting, connecting, registering, online (or offline, stopped, not_deployed), whether that stage failed or is stuck, and what to fix. Read from the stored stage the deployment monitor keeps up to date. Pass identity up to 100 times; events=true (single identity) adds the current attempt’s stage changes.
